Violence erupted between internally displaced persons of different ethnic groups in a Protection of Civilians site in Malakal, South Sudan, on 17 February 2016 and continued until the next afternoon. There are strong indications that external military forces were also involved in the fighting. This report constitutes the findings of an internal review conducted by Médecins Sans Frontières into those events. 

Doctors without Borders will not take part in the World Humanitarian Summit 2016. The aim of this paper is to share some of our key concerns, while recognising that the summit, by organisational design, will not afford the opportunity to deliver them.

„Humanitäre Hilfe ist das, was jeder kann“, in den reichen Ländern für die armen Hilfsbedürftigen zu geben war so schön einfach und nicht so kompliziert wie Entwicklungspolitik, die den Veränderungsbedarf immer mehr im reichen Norden sieht. Diese vereinfachte Sichtweise trägt den praktischen Herausforderungen und den ethischen Dilemmata bei der Umsetzung der Humanitären Prinzipien der Menschlichkeit, Unparteilichkeit, Unabhängigkeit und Neutralität nicht Rechnung.
